Welcome to the Addressing Insider Threat course.

Safety and security are top priorities for our industry. Sadly, recent events show us that terrorists continue to try to exploit aviation to do harm, not only from outside the system but also from within.

The people who facilitate these attacks are known as insider threats, and their position of trust allows them to understand the system and exploit any vulnerabilities, knowingly or otherwise.

The Addressing Insider Threat course provides airport management teams with a basic understanding of the issues and challenges facing airports when staff members cause harm to the organization and others and offers best practices and examples drawn from around the world.

Most airport staff members conduct themselves in an ethical and professional manner.

This course looks at the rare occasions when staff members exploit their positions of trust to harm the organization and others. We also consider when well-intentioned and unwitting employees are exploited by others to cause harm.

  • List motives for insider threat.
  • Identify indicators of insider threat.
  • Understand the global threat and risk context of insider risks.
  • Understand the current ICAO framework for ‘persons other than passengers’.
  • Define the legal framework.
  • Implement a risk assessment including quality assurance and internal controls.
  • Establish personnel security measures including HR policy, recruitment, security, training, reporting and disciplinary procedures.
  • Establish physical security procedures.
  • Manage insider risks in a connected world.

The Addressing Insider Threat course covers the following topics:

  • This section explains how to define insider threat and understand their motives.
  • This section explores the global threat and risk context of insider threat to airports providing recent case studies from around the world and explores the current ICAO framework for ‘persons other than passengers.
  • This section discusses how to implement organizational security measures at your airport including information on the legal framework, leadership and governance, the roles and responsibilities of external stakeholders and how to assess risk and implement quality assurance.
  • This section explains the personnel security measures that can be implemented at your airport to reduce the risk of insider threat.
  • This section describes the physical security measures airports can use to reduce the risk of insider threat.
  • This section explains how to manage insider threats in a connected world.

This course includes an integrated online assessment.

Candidates must successfully complete the assessment to receive a Certificate of Completion.

  • All personnel who hold an Airport Security Identification Card (ASIC) and are required to undertake initial and recurrent Security Awareness Training.
